Fin mars 2014, Le Havre comptera désormais 171 caméras, soit environ une caméra pour 1 000 habitants. De nouvelles implantations réparties aux endroits stratégiques de la ville : Rond-Point, Gare, Les Neiges, Mont-Gaillard et Mare-Rouge. Un dispositif, qui depuis son lancement en 2005, a montré son efficactité ; les chiffres en témoignent.
Seize opérateurs se relaient, 24 h sur 24 et 7 jours sur 7, par équipe de 3 au Centre Superviseur Urbain (CSU). « Chaque mois, le CSU est sollicité entre 15 et 20 fois par la Police ou la Justice pour transmettre des réquisititions d’images, permettant ainsi de fournir des preuves matérielles et aujourd’hui reconnues dans le cadre d’enquêtes », comme le précise Carole Merel, Directeur Sécurité municipale, Prévention et Réglementation commerciale.
Au-delà de l’objectif de dissuasion d’éventuels actes de malveillance, les caméras de vidéoprotection permettent d’observer la commission de faits de délinquance et d’alerter en temps réel les services de police. Preuve en est, « la Police fait appel 5 à 10 fois par jour au CSU pour sécuriser et soutenir ses interventions via le dispositif de vidéoprotection » souligne Carole Merel.
Pour Edouard Philippe, maire du Havre, « la vidéoprotection n’est pas la seule réponse pour lutter contre l’insécurité et les faits de délinquance. Au contraire, c’est un outil supplémentaire au service des acteurs engagés sur notre territoire dans ce combat. Un outil qui vient donc nourrir l’étroite collaboration déjà existante entre Etat, Police, Justice, bailleurs sociaux, associations, commerçants (…) et bien sûr la Ville ».
Un élargissement du dispositif de vidéoprotection qui va également de pair avec l’intensification de l’action menée ces dernières années par la police municipale aux côtés de la police nationale, et dont l’effectif a augmenté de 10% par rapport à 2011, portant à 88 le nombre d’agents municipaux. Ce qui se caractérise sur le terrain par une présence accrue, notamment la nuit, puisque la police municipale du Havre déploie aujourd’hui quatre à cinq unités en soirée, contre deux auparavant, permettant ainsi de réagir rapidement en cas de besoin, en particulier en fonction des faits de délinquance repérés par la vidéoprotection.
Un autre chantier devrait démarrer au premier trimestre 2014 avec l’implantation de 4 nouvelles caméras : 3 sur la place des Halles et 1 sur le secteur Saint-Roch, portant à 175 le nombre total.
